When you are at the river, are there other dogs there? If so, I would mention that a free-for-all with other dogs and lots of toys is no comparison to disciplined retrieving. This can be an overstimulating situation and dogs will behave very differently than they will in the yard with you.

If other dogs aren't present at the river, you might be dealing with a need to teach that the same rules for retrieving apply in varying contexts. Are you throwing the other toys when she fails to bring back the object that was originally thrown? This would reinforce that she does not need to deliver the object to you.

Have you received any training about how to introduce the e-collar to your dog? An e-collar should only be used to enforce behaviors that the dog has already learned and is quite solid on. For example, you dog has a very reliable recall and is choosing not to come to you, then the collar can be used as a long-distance correction. You can do a lot of damage by using a collar incorrectly. Perhaps you already know this.

I guess I have more questions than answers. Maybe more information from you will help us to know what you are dealing with.
